Caracas, September 23, 2022 (PAHO/WHO).- In order to expand PAHO’s cooperation actions for the benefit of the population of Yaracuy state, the PAHO Representative in Venezuela, Mr. Cristián Morales, and the Consultant for Noncommunicable Diseases and Mental Health, Dr. Héctor Ojeda, carried out an intense work agenda in the city of San Felipe, Yaracuy state, where they were received by the state health authorities and by Governor Julio León Heredia.

The activities included, among others, a tour of the Plácido Daniel Rodríguez Rivero hospital, which during 2020 and 2021 was a sentinel hospital for critically ill COVID-19 patients, with 110 beds for this purpose. Today, the COVID-19 area has been reduced to 16 beds and the hospital is dedicated to the general care of the population. The Director of the hospital, Dr. Olson Tovar, stated that the entity has 317 active doctors, including specialists and residents, and more than 400 nurses, with a bed occupancy rate of 90%. The emergency service is currently being remodeled and updated and is expected to open in the coming months. Likewise, a visit was made to the Niño Jesús pediatric hospital, with 200 active beds and 75% occupancy. The Niño Jesús pediatric hospital is known nationally for its areas of traumatology and care for patients with burns (caumatology services), one of the most complete and advanced in the country. The sole authority in Health, Dr. Stella Jácome, explained that both in these health centers and in the state outpatient network, patients from different parts of the country are treated, especially from the states and cities surrounding Yaracuy.

The visit included the Dr. Félix Pifano Public Health Laboratory, which reflects the alliance that has been developing since 2020 between PAHO and the state of Yaracuy to support the rapid detection of COVID-19, and which generated relief for the center of the country, by turning the Félix Pifano Laboratory into a sample receiving center and a national reference in epidemiological surveillance, diagnostic capabilities and molecular research.

Since 2020, PAHO has made donations of more than 60 tons of supplies, medicines, and equipment to the state, with the aim of supporting health programs carried out by the government. The Governor, Julio León Heredia, and the PAHO Representative, Cristián Morales, agreed to continue and expand joint efforts to guarantee the progress of programs such as HPV genotyping (in agreement with the Ministry of Popular Power for Science and Technology), graduates in maternal and child health, the approach to non-communicable diseases and mental health, support for molecular biology laboratories and the strengthening of training and equipment work for the different Comprehensive Community Health Areas (ASIC) in the state.

Mental health at the primary care level

The governor’s health adviser, Dulce León, expressed her concern about mental health as a challenge to be assumed in a systematic and structural way, especially at primary care levels: “health personnel must be prepared, sensitized about the protocol in primary mental health care to prevent stigma and pay for a community health system that also takes into account the families of mental health patients”.

In this regard, Dr. Hector Ojeda expressed PAHO’s interest in extending to Yaracuy state the global action program to overcome gaps in mental health (mhGAP) through which PAHO has been accompanying the Ministry of Popular Power for Health in the development of skills training workshops for health personnel in different states of the country.

This initiative would be added to those already advanced with the University of Sciences both to improve post-COVID-19 mental health care, as well as in other branches of health.
